The balance between traditional goals of conservation and restoration project and other targets enforced as norms and standards is a critical issue today. This need of improving energy efficiency of existing buildings is imposed by a EU directive, translated in Italy with the introduction for listed buildings of a possible derogation under some conditions, which have to be carefully investigated to avoid mistakes and hard transformations which are carried out without any awareness about heritage and its characteristics. The state of the art shows the relevant actuality of the topic at international level, as well as the lack of a comprehensive theoretic development, and therefore the need for a number of new researches made with attention to international experiences and best practices, which cannot be unthinkingly translated to Italian context. Authors endorse the “upgrade” philosophy, as it has been implemented in guidelines issued by the Ministry for accessibility and seismic risk, and they call for investigation on the ways of upgrading general performances taking care of cultural values. In the matter of fact, the knowledge on energetic behaviour of old buildings has not yet been developed in a way adequate to their complexity, nor there is a satisfactory dissemination of pilot experiences about simple solutions inspired by traditional techniques.
