Heritage’s meaning is well-known. According to sustainability principles we must preserve it. Protection rules are first defence (to punish transgressors), but we need responsible activity too. Landscape European Convention explains landscape double nature: condition to citizens welfare and identity result of community-territory relationship. In precious sites we must restore and exploit preserved landscape. In degraded regions we must design new landscapes. Just these ideas guided us, under the Roberto Pane and Luigi Piccinato management, in Territorial and Landscape Plan of sorrentino-amalfitan district (1977). Plan main directions are: to preserve historical, natural and rural heritage and to promote its restore; to proportion new buildings exactly to social needs; to support agriculture, zootechny and handicraft and to promote tourism re-balance in time and space (new collective equipment and intermodal mobility and small settlement in inland hills). Coast areas, and especially falesias and fiords, as main values must be preserved: the plan decided the restoration and cultural utilisation of Crapolla whole. Campania Region approved plan only in 1987, but scratched out of it all own obligations for economic sectors, hydro-geologic arrangement, new intermodal mobility. Then Region managed plan in very bureaucratic way, until, in last years, allowed or promoted building that infringe plan. Can we hope different future?
